Transformation of Organized Violence from a Natural Resource Management Perspective

A Comparative Case of Samburu and Isiolo Counties, Kenya

Abstract

In this article, we examine the impact of informal arrangements between a non-state actor, the Northern Rangeland Trust (NRT) —a Non-Government Organization (NGO), pastoral communities and the state actors, We focus on a comparative analysis of Samburu and Isiolo counties in Northern Kenya because these cases demonstrate a different effect of NRT on NRM. The article benefits from interviews collected from Samburu and Isiolo counties, and key informants in the two counties, NRT offices, government representatives and civil societies between 2018 to 2021, with a follow-up in October 2022 to March 2023, and January October 2023 to March 2024. The interviews are then triangulated with the vast conservation literature and government documents. We show how the partnership between NRT, pastoral communities, and national/local governments impacts NRM in Northern Kenya through a Public Private Partnership (PPP) initiative. Our analysis affirms that PPP initiatives between NRT and the government are secretive and can only be witnessed from their effects. We further show that privatization and legitimization of the use of excessive force control and influence, —organized violence is applied in the conservation agenda, exacerbating conflict/violence. 

Author Biographies

Clifford Collins Omondi Okwany, Institute for Public Policy and International Affairs

Omondi Okwany is a political scientist trained in Kenya and Norway. Currently the Deputy Director of the Institute of Public Policy and International Affairs. He is a security expert writing on Kenya’s security. He is also an expert in the field of international security and foreign policy with a focus on ontological security, conflict and violence theories such as the frontier, and spatial theory (territoriality). More specifically, his research work focuses on counter-terrorism, counter-violent extremism, radicalization, deradicalization, community-based armed groups, and non-state-armed groups. He has great pedagogic skills, having taught on various platforms, including higher learning institutions in Kenya, Norway, Finland and South Korea.

Okwany has been a focal point for Evaluating the Norwegian Embassy projects in Nairobi, and the Norwegian Ministry of Foreign Affairs focus on the Norwegian government’s support for peace and reconciliation in Somalia and Kenya, the projects focused on countering violent extremism. Okwany was a research fellow and team member in the 2015-2020 European Union Community-Based Policing and Post-Conflict Police Reform Project (ICT4COP-Horizon 2020).

Evelyne Atieno Owino, Research Fellow at Bonn International Centre for Conflict

Evelyne Atieno Owino is a research fellow at the Bonn International Centre for Conflict (BICC), and the University of Bonn. Her research focuses on the interface of social-ecological transformations in Rural Africa. Specifically, she is studying the dynamics of organized violence among the pastoral communities in Northern Kenya such as the Turkana, Samburu and Pokot. Her research topics cover frontier studies, violent conflicts, infrastructure projects, community-based armed groups, pastoralism, conflicts over natural resources, and Northern Kenya. With a deep understanding of interdisciplinary approaches, she engages with diverse perspectives in social sciences to enhance her work. Her contribution and commitment to academic knowledge and addressing real-world issues make her an asset in the field of megaprojects and understanding violent conflicts in Northern Kenya.
